This system allows them to install work applications, enforce security rules and even completely erase the phone remotely. The risk is if the former owner (company) hasn't removed this control, or you haven't already bypassed this limitation, they could block it later.
What to be very careful about: When buying a second-hand iPhone, it's VITAL that the former owner has disabled FMI and removed the phone from their iCloud account. If they don't do this, the phone will lock ("Activation Lock") when you do the next reset and you won't be able to use it at all.
Because: a) the subscription wasn't paid, b) the owner tried to defraud the carrier by claiming they lost the phone, requesting a new one based on insurance. The old phone automatically becomes blacklisted. Can you use it? Yes and no. In the country of origin, it will have no signal at all, but in any other country, it can be used perfectly normally.
